Geographical situation Sistan � Va- Baluchistan province with total area of 181578 km2 is the second largest Iranian province after Khorassan. It is surrounded by Khorassan, Kerman and Hormozgan provinces. This province is bounded on west by Pakistan and Afghanistan countries and to the south by Oman Sea. Its Capital is Zahedan which is 1000 km for from Tehran. This province due to low precipitation and hot dry climate is one of very dry provinces of Iran. Therefore vegetation is very sporadic and spotty-Tamarisk and locally called Kahur trees are grown wildly in an area between Konarak and Chahbahar. Even in this area vegetation in not at all dense due to low precipitation, soil erosion, torrential flood and irregular domestic use. The grasslands of this province, due to the low precipitation and limited soil thickness are not in favorable condition. Population of this province has tribal way of life. They speak in two Zaboli and Baluchi dialects. Persian is also formal official spoken language. Agricultural activities in northern part of this province (Sistan) depend on Hirmand River. In Baluchistan the agricultural condition is more favorable it is often possible to have two season of cultivation for one kind of crop. The industry has not favorably developed in this province. The existing industries are comprised of mechanized and handicrafts. Rapid growth of population especially it's youth, unfavorable climatic conditions as well as cultural remunerability are the main issues which call special challenging efforts for development and deprivation removal in this province.
